In view of the complainants prior record of absenteeism and of his previously announced intention of becoming liable to a weeks penalty if he were not granted a weeks vacation, the Umpire concludes that he was absent from work without excuse on August 31st, 1945, and that the one week layoff imposed upon him was justified.
